Project financing 1 Spedali Civili Hospital in Brescia

The project involved the renovation and extension of two existing pavilions for about 20,000 square meters of new space dedicated to inpatient facilities for 154 beds, doctors' offices, outpatient clinics, a bar, and a library.

Catalyst Brescia S.r.l., a company formed by A.B.P. Nocivelli SpA, Elettrobeton SpA, Bovis Lend Lease, and the Designers, was awarded the contract to carry out the work.
The group was awarded the license in March 2002, following a competitive bidding process based on a project conceived a year earlier as Promoter. The investment amounts to approximately € 35 million. The license has a duration of 19 years, including 28 months for construction: work began in January 2003 and was completed in January 2005.

Meeting the deadlines and minimizing the inconvenience for patients and healthcare workers results from close collaboration between our project team and the hospital's technical management.

For approximately 90,000 m2 of new space dedicated to inpatient wards for a total of 600 beds, doctors' offices, and outpatient clinics. The work has been entrusted in concession to FUTURA S.r.l.; a company set up in Brescia by the group that won the license in July 2009, following a Project Financing tender in which A.B.P. Nocivelli is a partner, Promoter, and active participant in the realization of the works.
The license has a 33-year term, including 78 months for construction work. The initial works amount to over € 150 million. A.B.P. Nocivelli SpA will carry out all the Electrical, Mechanical, Special Systems, and Medical Gas installations and will manage the ordinary preventive and extraordinary maintenance for the entire period of the license and on everything built.

Declaration of feasibility and identification of Promoter

With the declaration of the feasibility of the proposal,
the PA identifies the proposing company as the Promoter.
It confers on the Promoter the PRE-EMPTION RIGHT, which may be exercised at the tender stage, a right that distinguishes and qualifies the Promoter's role in the PPP.

Call for public tender

The PA publishes the call for tenders with the Promoter holding the right of first refusal's proposal as the starting price.

Award of the tender or exercise of the pre-emption right and start of the PPP activities

The PA awards the tender to the highest bidder. If the best bidder is not the same as the Promoter, the latter may always exercise the pre-emption right by adapting its bid to the best bidder’s conditions and becoming the successful bidder for the PPP.
